Provision of electricity infrastructure is a necessity in meeting the needs of people in urban areas. However, in the implementation of the provision of electricity infrastructure, the phenomenon of aesthetic and public safety issues are found, as well as in Yogyakarta City. The study aims to gain an understanding of how these issues can occur in the governance process. The methodology used is a qualitative approach by tracing the interaction of related human and non-human actors and then elaborated through the explanation of socio technical concepts to see the relationship. The results showed how socio technical actors influence each other, resulting in conditions related to aesthetic and public safety issues. Electrical engineering artifact, spatial fields and institutional actors become influential factors in the process of governance.
