Summary: | <p align ="justify">The road network system is a unity of roads which link and bind growth centers which is under the authority of its territory in a hierarchical relationship (UU RI No. 38 of 2004). Ministry of Public Works as the institution of National Road builder is responsible in maintaining and preparing maintenance program in order to maintain the national road network system function remains good and harmonious way. In performing its duties, the Ministry of Public Works uses Integrated Road Management System (IRMS) as a geographic reference system database to draft the maintenance program. With technology development, this study intends to enhance the geographic reference system to the level of road segment bounds. In addition, the geographic reference system can also build a database of road designs which should be obtained from the as-built drawings that are not yet available. From the research, the North Sumatra Province National Road network length difference is equal to 30,073 km. Preparation of annual maintenance program on the National road network in every province of Indonesia has been done using IRMS. The preparation process is carried out by filtration road segments that requires maintenance based on the value of IRI (International Roughness Index) and SDI (Surface Distress Index). Due to budget constraints of maintenance, so it needs to be prioritizing the results of filtering road segments that will get maintenance. Prioritization of road maintenance performed by an economic evaluation by considering the traffic load and the structural condition of the pavement. From the analysis, by analyzing the effectiveness of 2.249,644 km national road North Sumatra province for 3 (three) years, it was found that the maintenance needs that should be implemented by 57,50 % of the total length of the national road network of the province of Noth Sumatra, but carried out by 9,97 %. This shows the effectiveness of the annual budget can only be exercised by 17,35 % of the requirement. The effectiveness of this maintenance can be improved by increasing the age of maintenance serviceability. Every year the Ministry of Public Works issued a stability value that is used as a parameter of good road and moderate road conditions by value of IRI. Ministry of Public Works issued a stability value is equal to 80,30%. By defining the steady state is road in good condition and moderate by IRI dan SDI value,that initially the stability to 51,56 % .<p align ="justify"> |
