To reduce waste generation, Lumajang government through Lumajang Environmental Agency foster Ditotrunan village residents Subdistrict Lumajang as a pilot project to process their own waste before disposal into the trash through "Desa Berseri" program in which there are 3R waste management. Considering the success of solid waste management in Ditotrunan, Lumajang Environment Agency planed to develop that integrated solid waste management program. Lumajang Environmental Agency integrated that waste management not only gave community benefit in form of compost and craft that has economic value. But apparently integrated waste management can provide benefits in the reduction of waste generation in source, thus reducing the amount of waste in landfill in the end will prolong the life of the landfill. The aim of this study was to determine the sustainability of the solid waste management program with the 3R concept in Ditotrunan, Lumajang. The specific objective of this study was to review the rules of waste and plans for Lumajang waste management related to community-based waste management, analyzes mass balance of waste in the Village Ditotrunan, District Lumajang, Lumajang, analyzing Benefit Cost Ratio (BCR) for waste management based society with the 3R concept in Sub Ditotrunan, District Lumajang. Conduct analysis of strengths, Weakness, Opportunities, and Threats(SWOT). The data collection is done by direct measurement methods, questionnaires, interviews, and observations. Mechanical measurements were performed to determine the waste generation, waste composition and mass flow of solid waste. Mechanical measurements were performed using litter sampling measurement guidelines contained in SNI 19-3964-1995 and SNI M 36-1991-03. A questionnaire was used to collect quantitative data from community members and beneficiaries of community-based waste management program. Observation was used to collect secondary data on regulation and waste management Lumajang lan document. Observations used in this study were systematic where the observer uses observation sheets as a guide in the data collection. To achieve these objectives need some analysis, which consists of the waste management program suitability analysis with Lumajang solid waste management plan, mass balance analysis, BCR analysis, and SWOT analysis. The data collection was done by direct measurement, questionnaires, interviews, and observation. The analysis shows that the nt with the 3R concept in Sub Ditotrunan is in conformity with the Regional Regulation Lumajang No. 05 of 2009 on Control of environmental pollution in Lumajang, final draft of Lumajang Environment Agency strategic planning, Lumajang Regulation regent numbers 32 of 2015 on the implementation of waste management, and the draft of 2015 Lumajang local regulations about waste management. Community-based waste management program with 3R concept was effective (65.15%) to reduce the amount of waste disposed to landfill. Results of BCR analysis was 1,33 (BCR> 1) that means a community-based waste management program to be economically viable. The position of community-based waste management program in the quadrant SWOT was in quadrant II, that means a strong position in the organization, but has big challenge. The development recommendation were the government and people working together to promote the solid waste craft and find a network marketing. Make an innovation of solid waste craft by eliminating the effect of the product is waste processed product. Government and society heavily promoting handicraft products waste. Establishment new business of solid waste bank, for example waste-based health insurance.<p align="justify">
