<p align="justify">Based on Act of Republic Indonesia Number 32 Year 2004 Concerning Local Governance, area of region be the primary factor of region establishment and the calculation of that area is determined by the exact boundary of that region. Establishment of boundary is applied not only in land, but also in water. The purpose of this research is to establish the boundary of seven regencies around the Toba Lake. Methods that used to determine the boundary of seven regencies around the Toba Lake are the equidistance method, which is regulated by Ministry of Home Affairs Regulation Number 76 Year 2012, and modified equidistance method, which is <br /> <br /> pioneered by Dr. Ir. Eka Djunarsjah, M.T. on 2016. Based on results from those methods, there is a difference value in lake area of Samosir Regency up to 43 km2, Dairi Regency up to 7.3 km2, Karo Regency up to 2.8 km2, Simalungun Regency up to 10 km2, Toba Samosir Regency up to 12.9 km2, North Tapanuli Regency up to 15.6 km2, and there is no difference value in lake area for Humbanghasundutan Regency. Overall maximum and minimum shift of each regency’s boundary from equidistance method to modified equidistance method up to 1,145.098 meters and 81.835 meters. Another conclusion from the research is the application of by Ministry of Home Affairs Regulation Number 76 Year 2012, which assumes that the lake as a natural boundary to establish the boundary in land, can not be done in Toba Lake.<p align="justify"> <br />
