<p align="justify">To anticipate the rapid growth in domestic and international flights, it is necessary to develop transportation facilities especially a railway to airport at Soekarno-Hatta Airport. This project is implemented through the construction of a new track because there is no existing track, so it is necessary to process the land acquisition for the public infrastructure. The existence of diverse interests with respect to the land, led to more complex land acquisition processes. Based on the study of procurement of similar land and around the site, the implementation stage is the most crucial stage. Therefore, a review of the process of land acquisition for Soekarno Hatta Airport Railway project carried out institutional analysis with Patsy Healey (1992) model, on activities at the implementation stage, stakeholder and interconnection among stakeholders involved, as well as push and inhibiting factors. Through semi-structured literature and semi-structured interviews, descriptive analysis, content, and coding indicate the existence of activities that accelerate the land acquisition process. In addition, new stakeholders were found with inter-institutional interactions in the field and institutional factors affecting the complexity of land acquisition. Especially with the identification of various unique institutions that affect the series of land procurement process, this study clarify the process of land procurement process of Soekarno Hatta Airport Railway project. <p align="justify">
