Strategy to Shift Transportation Mode Usage in Reaching Bandung Car-Free Day Location from Motorized to Non-motorized

This program limits or closes access to motorized vehicle in some roads at certain amount of time that allows people to use nonmotorzed mode. At that time, people also are encouraged to walk, bike, using any other non-motorized mode or public transportation instead of driving to move. Bandung holds this program as a weekly routine on Sunday in several road segments, coded with Bandung City Major Decision No. 551/Kep.1071-Dishub/2015 about Car-Free Daay Implementation in Bandung City. There are three road segments that are closed to motorized vehicle access for CFD: Ir. H. Juanda (Dago) Road, Buah Batu Road, and Asia Afrika Road. This kind of implementation ironically attract motorized-trip, make it against the pure goal of this program that is to reduce air polution caused by motorized mode usage. This research aims to identify strategies in shifting means to reach CFD location from motorized to non-motorized mode. The analysis uses binomial logit/binomial logistic regression to model mode choice between non-motorized and motorized mode, including walk, bicycle, car, and motorcycle. Data was generated by revealed preference questionnaire asked to participants in CFD locations other than Asia Afrika because at Asia Afrika CFD is held only every two weeks. Result shows that parking cost, trip distance, number of lane and trip purpose affect mode choice. Probability curve proves that trip distance and number of lane impact negatively on the odds of non-motorized mode choice. Thus to shift motorized mode usage to non-motorized in reaching CFD locations the CFD locations need to place close to residential areas that usually have low road hierarchy which is generally more preferred to walk or bicycle.

Keywords: Car-Free Day, CFD, binomial logit, binomial logistics, discrete choice model, mode choice text |
