Decision making between two alternatives takes into account not only the cost and time required for construction. Besides setting the criterias, the effect of risk factor should also be taken into account, especially because it has a significant contribution on both the cost and time of construction. In Indonesia, the difficulty faced in implementing the precast concrete is that in general, the contractor's skill are still inadequate, compared to if they are to implement cast-in-situ. Difficulties in forecasting the risk factors that might arise cause the decision making model to be a decision making under uncertainties. The method being used is Analytical Hierarchy Process by Saaty. In this method , decision can be made by giving judgements in the form of relative according to the hierarchy that has been set. Judgement should be made by more than one respondent (five respondents), with the intention that the judgement will be more representative, so the level of confidence can be improved and reducing individual subjectivity. The "best" alternative is the alternative with the least final relative weight, which means that it based on the existing risk factors and criterias, that alternative has lesser risk level compared to the cost and time criteria, and also to other criterias compared to another alternative. text
