It has a visible distance of at least 20 miles that can assist navigators in determining the position of the vessel, indicating the direction of land and harbor, and can be used as the boundary of the state territory. Lighthouse is the means of navigating needed to maximize the function of a voyage. Based on “Peraturan Menteri Perhubungan No. 15 Tahun 2011”, lighthouse needs adequate facilities and infrastructures to provide the best function. One of the facilities is pier which is a place to berth of the vessel. <br /> <br /> As one of the island outermost borders in Indonesia, Pulau Jemur has a strategic location as the guard island of Indonesia, especially in the Malacca Strait. The construction of harbor is needed on the island in order to help the survival of the region’s border guard and logistical to the lighthouse itself as a sign of its territory. <br /> <br /> This final project will analyze the best location of the three alternative areas as the location of pier in Jemur Island, Rokan Hilir Regency, Riau. Site determination is based on the environmental condition that will affect pier layout, water facility layout, and accessibility factor to reach the pier. Each alternative is chosen based on the provision of land for the construction of the harbor, the difference between the depth of three locations, and hydro-oceanography condition that affects the three alternatives. Hydro-oceanography condition analysis will be performed using Surface Water Modelling System (SMS) 8.1 software.<p align="justify"> <br /> text
