Implementation of the IWRM concept in Indonesia has been started since 1998 and in the Citarum River from 2001 to the present. The government has issued laws and regulations that can support IWRM's run. IWRM implementation focuses on 6 Cis river areas. Citarum River becomes the main priority of IWRM development with upstream area become priority handling. Implementation of IWRM in Citarum River is considered unsuccessful because it does not meet the principle of participatory approach at all levels of government and lack of coordination that exists between each stakeholder. Evalauasi and efforts to improve coordination continue to be done by the government. However, no participatory approach review has been undertaken. <br /> <br /> <br /> <br /> <br /> This study attempts to identify community participation in the upstream development of the Citarum River in Tarumajaya Village as the 0 (zero) kilometer point of the Citarum River which is often the object of the water resources management program. In a further stage, this study will analyze the process and implementation of upstream Citarum River Basin development in Tarumajaya Village; and analyze the role and form of interaction of each actor involved in the upstream development of the Citarum River in Tarumajaya Village. This study refers to the application of the concept of Integrated Water Resources Management based on the principles of participatory approaches, and the ladder of Arnstein's participation. <br /> <br /> <br /> <br /> <br /> Community participation in the upstream development program of the Citarum River in Tarumajaya Village, Bandung Regency in general can be concluded not yet at the level of good participation because 3 programs that are still running until now are at tokenism level. Citarum Trembling is the only program that meets the principle of participatory approaches because the community is at the partnership level. IWRM-related programs should be applicable in areas with similar characteristics. However, the form of the program implementer must actively involve the community throughout the series of activities as in the Citarum Bergetar program.
