Smart city is a city that is able to create a good quality of life supported by social conditions, economic and environmental sustainability in governance is participatory, responsive, innovative, and competitive with the use of technology, information and communication. Palu Government develop a vision and mission in the next five years. With one of its missions is the mapping of the resource potential of IT-based. Palu intends to apply the concept of smart city in the construction and management of the city. However, before developing smart city, it is needed to measure and assess to determine the level of smart city in Palu today. <br /> <br /> Referring to this, the research was done in order to measure and assess the level of smart city in Palu. The initial phase of encapsulated components, factors, and indicators of measurement, namely the six components of smart city, there are smart people, smart governance, smart economy, smart mobility, smart environment, and smart living, as well as 20 (twenty) factors and 39 (thirty nine) indicators. The second phase of the measurement and assessment of the level smart city and obtained a value of 38% with only 15 (fifteen) of the 39 (thirty nine) indicators achieved. The final stage is to formulate a strategy on the development of Smart City Palu strategy based on the results of measurement and assessment, which formulated the vision of development "Palu as the Smart and Cultured Services City" with the recommendations and an indication of the agenda of the strategy and its stages. <br /> <br /> With this research, it is expected Palu will know the position and what strategies can be implemented in the construction and management of the city with smart city concept is so Palu can be a city that is smart, convenient, equitable, and sustainable. text
