Regarding the limit area on a regency, it requires the maintenance planning to ensure the sustainable of conservation functions. In fact, the area planning is sometimes not in accordance with the environmental conditions. The publication of the regulation of Simalungun Regency which is enacted by Local Regulation no. 10 of 2012 on Spatial Planning of Simalungun District in 2011-2031 has only have 7% protected area of the total of Simalungun Regency. It consists of the protected area in the form of: (a) an area that provides protection to its subordinate areas in the form of protected forest areas; (b) local protected areas in the form of border rivers and areas around the lake / reservoir; (c) natural reserve areas, nature conservation and cultural preservation; (d) disaster prone areas and; (e) geological protected areas. <br />

The main objective of this study is to evaluate the existance of protected area in Simalungun Regency based on Spatial Planning Act no. 26 of 2007 along with its derivatives. The evaluation is conducted on spatial pattern of protected area of Simalungun Regency. The evaluation is done by comparing the designated protected areas with identifiable protected areas. The identification of protected areas is based on the criteria which is showed in Law no. 26 of 2007 along with derivatives and regulations on the prevailing protected areas in Indonesia. The analysis process which is used in the evaluation of this protected area is descriptive qualitative analysis, content analysis (content analysis) and geographic information system (GIS) analysis. <br />

The findings of the study indicated that in the RTRW document of Simalungun Regency on 2011-2031, there are several protected areas that must be affirmed to the function of its area. The affirmation of this area is done to provide the certainty of the function of the region as well as to provide certainty in the regional planning. Based on the results of the analysis, the existing protected areas in Simalungun Regency is not all of the area is fully in the field and described in detail in the spatial pattern of Simalungun Regency <br />

The Government Regulation No. 13 of 2017 issued disaster prone areas from protected areas. The elimination of hazard-prone areas is based on the fact that the area of disaster insight cannot be fully defined as a protected area because, economically, these areas can still be used in further as a cultivation area. Nevertheless, the depiction of disaster prone areas is still needed to be done because it becomes one part of certainty in the planning of the region as well as to protect the community that will avoid a huge loss. Areas prone to disasters can still be used as a cultivation area by applying zoning systems to these areas. <br />
<br />
The Government Regulation No. 13 of 2017 requires efforts to increase different protected areas on each island. For Sumatra island, at least 40% of the island area is in accordance with the condition, character, function of the ecosystem and spread proportionally. The increasing number of protected areas becomes working area must be fulfilled by the Regional Government in order to meet the criteria required by Government Regulation no. 13 year 2017. Efforts to fulfill the proportion of protected areas must be followed by the regulations related to spatial planning including in the process of changing the function and the using of the land. The existence of a sustainable protected area will be able to encourage and create a living space to ensure the optimum level of productivity by applying environmental sustainability principles that will create comfort for the community that will then encourage the creation of a sustainable society without diminishing the opportunity of the next generation in fulfilling life. <br />
