Economic growth that affects the population increase, directly affects the increasing supply of land to meet the needs of urban population activities. Changing in land use as a logical consequence of urban development can affect the balance of local hydrological systems, such as changes in surface water behavior and function, namely it increases in surface water runoff volume. <br />

Flood discharge design analysis from rainfall and domestic wastewater, that was rational method, aims to assess the preparedness of Pekanbaru drainage network system in decomposing the quality and quantity of inundation / current flood, and projection in the year of plan 2034. From the calculation result of 25 years return period, five channels do not fulfill the loading capacity requirement, that is Tenayan River, Umban, Air hitam, Kelulud and Ukai. The highest gap was 16,02 m3/s in Tenayan sub system, and the lowest was in the Ukai sub system of 2,53 m3/s, the capacity fulfillment aggregate of 43,91m3/s. In addition to the normalization and rehabilitation measures got increase the channel capacity in serving the region, the runoff discharge control measures were also carried out by changing the land use area, where was in 4 (four) sub systems. It decomposed the point of inundation / flood area of 74 ha, total time of concentration was 219 hours, and 316 times events/year. <br />

Customize to change the land use toward the spatial plan of Pekanbaru city in 2034 is able to decrease the discharge design by 0.44 m3/s in the Sail sub system. Reduced 1,71 m3/s is from the flood discharge input of amount 17,14 m3/s in the sub system of Umban and decrease is 0,54 m3/s, from the flood discharge design input amount of 8,41 m3/s in the Kelulud sub system. The same treatment in Ukai sub system is also able to reduce the flood discharge design by 0,2 m3/s, from the flood discharge design of amount 17.07 m3/s. In aggregate, all treatments in Sail, Umban, Kelulud and ukai sub systems decrease the discharge design by 2,89 m3/s from the total flood discharge design of 111.15 m3/s. <br />
