Especially from its safety, physics condition, accessibility, and efectifity and effeciency for using the angkot (Litbang, 2003). <br /> <br /> Institutional itself reflects the two main issue of transit performance, which are a decreasing quality and quantity of transit performance and the cost for the transit performance. In the institutional of Bandung city transit, there are stakeholders who have a role and derive the system based on their preferences from their own perspective. <br /> <br /> This study describes the problems and evaluate the institutional system for the Bandung city transit performance based on the stakeholders perspective. <br /> <br /> Through the q-methodology analysis in this study, formed four perception system which describe the institutional system's problem based on the stakeholders’ respective. The four aspects in transportation institutional shows those four perception systems from the stakeholders' perspective. There are organization aspect, financial aspect, man resources aspect, and legal aspect. <br /> <br /> The organization aspect shows that most of the stakeholders agree to keep the insternal system as it was, especially from the private sector. This shows that there is a political factor that will makes a legal limitation to coordinate with other groups and resistant to make a cooperation. Human resources and financial aspect become the problem in institutional system for Bandung city transit. From the financial aspect, most of the stakeholders say that the retribution allocation and operational for Bandung city transit control are the major obstacle. Meanwhile, the human resources aspect, the three related elements, which are public government, private sector, and the society are the root problem in the institutional system for Bandung city transit. For the legal aspect, the perspective's stakeholders shows that there is a partiality from the public governement through their related policies with Bandung city transit which is make a damage for it. text
