Summary:The Implementation of Water Supply System aims to fulfill a healthy, clean and productive life. It is also the authority and responsibility of the central government and local government. The whole process is based on Government Regulation no. 122 of 2015 about Water Supply System. In its continuation, the Project Life Cycle on Construction is managed by various stakeholders who demand good organization during the project. As for some problems that occur, one of them is the regulation that has not been studied in detail procedure of Water Supply System implementation from the beginning of initiation until planning. Therefore, it is necessary to study since the early process to find out the problems in decision making that existed in the stage of Initiation and Planning of Water Supply System development project especially for Water Supply System development for district/ city scale. The Problem Research is done by identifying the problems that are occurring in the ongoing project. Based the study of the problems conducted, it is known that the results of the study of Water Supply System IKK Kedokan Bunder-Junti Development project at the stage of Initiation and Planning, there are various stages that need to be passed by each stakeholders. In each of these stages, the stakeholders' interests implicit in their decision-making that influence each other in the output of each stage in the project life cycle. Decision-making that affects and is influenced is decision-making by the SPAM development working unit in evaluating the proposed Water Supply System development project of the Regional Water Company, especially in terms of the evaluation of the volume of work. It happen because of the design standards and limitations of budget allocations that make the Regional Water Company decision/ Water Supply System development plan make adjustments to proposals for the planned service area.
