Summary: | Emergency Medical Service (EMS) is a general safety system that is responsible for the stabilization of the patient's condition at the prehospital stage and for the transportation of severely injured patients. The main objective of this system is to respond to an emergency call as quickly as possible by providing patients with first aid services and proper transportation to the hospital if needed. Indonesia already has an integrated emergency system called Sistem Penanggulangan Gawat Darurat Terpadu (SPGDT). Bandung is one of the cities in Indonesia that has started implementing this emergency system. UPT Public Safety Center (PSC) 119 is a technical implementation unit of this system in Bandung. However, Bandung’s PSC still has a response time of more than 30 minutes with a success rate of 70% achieved within the city of Bandung. Response time is a crucial parameter in evaluating emergency services. The main cause of the lack of response was due to the emergency system still yet to be integrated between the parties involved in handling emergency conditions.

This research discusses the solution to decrease the response time of emergency services through an emergency information system that is integrating parties involved in emergency services such as health centers, hospitals, and the Department of Transportation. The design of this information system will facilitate the dissemination of the information needed and the coordination of the parties involved. Information system design is carried out using the Framework for the Application of Systems Thinking (FAST) methodology, which begins with scope identification, problem analysis, system requirements identification, process modeling, data modeling, and user interface design.
This research produce a web-based prototype emergency system that can be accessed by each user according to their individual needs. The design of this emergency information system has been verified to meet functional and non-functional requirements and validated to represent the real systems. Thus, it is expected that the results of the information system design can solve problems related to the emergency services of the City of Bandung. |
