Neither the swell nor bad weather could happened everytime then hit and disrupt the shipboard’s stability. Therefore, this research will use the simulation of wave propagation to discover the safety level of region for catching fish activity. <br /> <br /> This research will use SWAN (Simulating Wave Nearshore) model of wave propagation simulation. The input data of this model is the surface wind's velocity from 10 m above the sea level (U10) as the wave generator and bathymetry that influence the wave propagation. This simulation was conducted from December 1st 2016 until November 30th 2017 in all of Indonesia Fisheries Management Area (FMA). <br /> <br /> The research result showed that the danger wave height for fishing vessels sized less than 10 GT is above 0,5 meters, for the fishing vessels sized 10 - 30 GT is above 1 meters, and for the fishing vessels sized more than 30 GT is above 1,5 meters. In west monsoon the dangerous operation zone for the fishing vessels to sail is in the outside part of Indonesia marine territory such as south of Java, west of Sumatra, north of Papua, and South China Sea. Meanwhile on east monsoon, the dangerous operation zone for the fishing vessels to sail is dominated in the south of Indonesia marine territory such as west of Sumatra, south of Java, and south of Nusa Tenggara. <br /> <p align="justify"> text
