Review of the many number of industries that are in the Citarum Hulu covering Bandung Regency, West Bandung, Sumedang Regency, Bandung and Cimahi and only 15% of the industry which is already participating in PROPER. PROPER industry participants must meet the parameters set out in Peraturan Menteri Lingkungan Hidup No. 3 year 2014 in order to participate participated PROPER. One of the parameters of PROPER assessment is to control water pollution. Testing is done only reviewing aspects of physics and chemistry. Physical and chemical parameters of wastewater effluent is permitted discharge into water bodies must meet the quality standards contained in Regulation of the Minister of Environment No. 5 Year 2014. Measurement of physics and chemistry are still not enough to determine the wastewater is safe for discharge into water bodies, so it is necessary to test the toxic level of the test animals prior to effluent discharge into water bodies. One of the toxicology test required under government regulations is the determination of the acute nature of the waste through a biological test for measuring the dose-response relationship between the waste with the death of test animals, to set the value of LC50. Test animals used in toxicity tests in this study is Daphnia magna. Data analysis using probit methods. Based on Peraturan Menteri Lingkungan Hidup No. 5 year 2014 about waste water quality standard, that the value of physical-chemical parameters in industry non PROPER more that exceeded the standard set of industry participants PROPER than in 2015 - 2016. Based on the classification of toxic levels of industry participants PROPER 2015-2016 and non PROPER industry has wastewater is toxic, but if the review is based on the value of LC50-96 hours a toxic wastewater is industry participants PROPER 2015-2016 as it had LC50 values reached 2.79%.
