Summary:Population growth which has not been matched by the capacity of Jakarta city has long caused various settlement problems. Many poor people end up living in slums, even though a place of residence is a basic need of every human being. The development of flats is done by the Government as one of the solutions for the arrangement of slum areas and the provision of decent housing for the underprivileged. But compared to the physical aspect, the government as a provider of flats often "forgets" the human aspect. The achievement or failure of the function of a house and the ability of the community to dwell in the apartment is often ignored <br /> <br /> <br /> <br /> This study aims to examine how the inhabitants of the flats make various adjustments and changes in residential units so as to obtain the conditions of occupancy that best suits their needs. How each room in a residential unit can not only be functioned to meet the basic needs of the inhabitants but also able to accommodate the movement of residents and needs more complex, and how the dwellers can realize dwelling in its dwelling unit. <br /> <br /> <br /> <br /> <br /> This study uses qualitative methods, to understand phenomena or social phenomena by involving efforts such as asking questions and collecting specific data from the participants, and analyzing the data. The research will be presented by using comparative explorative analysis based on the achievement of the main function of the house to the occupants in two different flats. <br /> <br /> <br /> <br /> Based on the results of the analysis conducted, the achievement of the main function of the house on the residents of Rusun Tambora and the residents of Rusun Cinta Kasih Tzu Chi show different patterns of achievement. In the process, there are efforts made by the inhabitants to achieve these functions, and are influenced by the purpose, as well as the conditions and experience of the inhabitants in their old residence and the presence or absence of the prospective occupant at the time of designing the dwelling. Achievement of the function of the house will affect the condition dwelling residents towers, and will ultimately affect the physical condition of the building. <br /> <br /> <br /> <br /> . <br /> <br /> <br /> <br /> Keywords: flats, houses as a process, slum communities <br />
