This is the evident of an urgent need for traffic safety improvements. Hence, measures have to be identified and applied in a comprehensive manner to ensure their effectiveness. In this thesis, a method of accident reduction prioritizing is discussed. There are two aspects for the prioritizing, which are location and measures. The location prioritizing is based on AASHTO black spot rating, while the measure prioritizing is based on economic appraisal, i.e. Benefit Cost Ratio (BCR) with measures affectivity calculation is adopting the Austroad Method. The case study is on the inter-urban (national) roads in Southeast Sulawesi Province, using the data base of IRSMS for the accident data, also IRMS (Integrated Road Management System) data base for the infrastructure and traffic data, completed with the detail inspection on some particular locations. By plotting the coordinates of accident locations, it can be identified the clustering of accident locations (in 500 meter range) for black spot location determination. Further analysis on what, who, where, when, why and how (5w & 1h) of each accident at the black spot location will then lead to the dominant causes regarding the driver, vehicle or environment (including the road infrastructure). There are 29 black spot locations on national roads in Southeast Sulawesi Province from the rating of accident rate of year 2012-2013 data. The priority locations for accident reduction are on the Road No. 006 (Wolo – Boundary of Kota Kolaka) Segment 1, Road No. 004 (Lasusua – Boundary of Kab. Kolaka Utara) segment 1 and Road No. 006 (Wolo - Boundary of Kota Kolaka) Segment 2. From all possible alternative measures, the highest BCR was came from installing signs and guide posts, as well as sight distance improvements, including road re-alignment/widening and improving the road shoulder. Although the effectiveness of measures are based on Austroad experiences, that need to be validated for local conditions, the method is so far proved to be implementable for identification of effective accident reduction on the inter-urban (national) road in Indonesia.<p align ="justify"> text |
