Summary:<b>ABSTRACT:</b></br> <br /> POLICY ANALYSIS ON THE MANAGEMENT OF <br /> THE IMPLEMENTATION OF BUILDING DEVELOPMENT <br /> FOR ELEMENTARY SCHOOL IN DKI JAKARTA <br /> <p align=\"justify\"><br /> The heavy damage in some Elementary School in DKI Jakarta indicates that the management of the implementation of the development for Elementary School building is not successful. There are improper utilization of the physical building and un-optimal operation. <br /> <p align=\"justify\"><br /> The architectural artifact: The Elementary School building - as a facility venue for the process teaching and learning at the elementary level carries an important role in creating a situation that can support or hinder the activities mention above. The architecture of the building and the environment is a result of \"ordering systems\" which has to fulfill the requirement of function, strength and aesthetic, has a great share in developing an environment that is efficient, effective and good for the teaching and learning process. <br /> <p align=\"justify\"><br /> Execution is a translation of management that includes several activities that are planning and controlling, organizing, human resources, coordinating and budgeting. The indication on the cause of problems in running an Elementary School relates to \'market failure\' aspects and the `government failure\' aspects, and `distribution problems\' aspects. <br /> <p align=\"justify\"><br /> There are three main groups of players that are involved in carrying out the development of Elementary School buildings with their respective preferences, which are: The Government, Elementary School users, and Private Sectors. Beside that, also taking part is the larger society outside the projects (social groups), which has influence in the implementations of the development. <br /> <p align=\"justify\"><br /> The study aimed to produce policy recommendations to cope the less successful caused and hindering factors for the execution of the management of the implementation of the development for Elementary School building in DKI Jakarta. The reflection of the objectives is found in the set of policies in the form of procedural and organizational recommendations.
