<p align="justify">As the objective of Sustainable Development Goals number 9, to build resilient infrastructure, promote sustainable industrialization and foster innovation, by 2030 countries has to upgrade the industrial sectors to make it more sustainable with the increase of resource use efficiency. Specifically in bottled water industry in Indonesia, there are still controversy among society whether this industry has over exploit and over commercialize the natural water resources or not. The issue is getting real when Constitutional Council revoke Law 7/2004 about water resource as some public organization make assertions due to this debate. Therefore, this research will mainly examine whether there are some solution through a fair environmental governance in order to established sustainable industrial development for this particular industry. The research mainly will considering the social and environmental resilience related to the industrial development based on environmental governance principles. <p align="justify">
