Similar things also occur in specific settlements area in Indonesia namely communities in coastal and river/swamp area. The fact, after the system is constructed its operational and maintenance that determine its usage level carried by a system to its user. The research question is how is the community capacity criteria in specific settlement areas that support management sustainability for household sanitation facility based on the communities‘ internal and external factors. Variables of the research are socio-cultural, motivation, capacity management (internal factors) and site specification and stakeholder roles (external factors). Data collecting conducted by questionnaires to 200 respondents and field observation. Observation results were analyzed in descriptive and questionnaire results were analyzed by Confirmatory Factor Analysis (CFA) and comparative descriptive. Measurement of communities capacity criteria level conducted with interval scoring method categorized into high, medium and low level. Research results are: (1) from observation it is known factors that support sustainability management are sanitation existing condition, latrine ownership and preference; (2) from CFA analysis obtained significant variables in measuring sustainability management are motivation (0,927), capacity (0,586) and management (0,534); (3) from descriptive analysis is known that variable of motivation included: latrine ownership, enthusiasm for rural development, and trust between neighbors; capacity variable included: participation, skills and technology option; management variable included: commitment to pay rural contribution and desired management forms of public facilities; (4) river/swamp communities categorized in high to medium level of community capacity while coastal communities categorized in medium to low level of community capacity; (5) from comparative test is known that criteria of motivation and management of river/swamp settlement communities is different significantly or higher from coastal communities while capacity criteria from both communities is not different significantly or in the equal level.<p align ="justify"> text
