<p align="justify">The culture of living brought rural communities migrating to urban areas has shaped urban kampung which is a basic form of urban areas. Lack of public attention to their housing environment due to busy living and urban lifestyle. The use of technology is not wise in the modern era causing changes in the social life of the community very quickly and less directed. The aim of this research is to formulate a model of a livable urban kampung in Kampung Bratang Binangun, Genteng, and Maspati in Surabaya City which can be easily applied to other urban kampung. <br /> <br /> Placemaking is a concept that can explain the creation of a good place from the work of great community structuring. Urban Kampung as a good place can be seen from measuring the success of the attributes or components of the concept of placemaking with quantitative methods. Community empowerment can be seen through evaluating community principles on the concept of placemaking with qualitative methods. The thing that made Kampung Bratang Binangun Village, Kampung Genteng, and Maspati become pilot villages was about the success of the village to be a clean and independent environment from garbage. So that the three urban kampung have a sense of comfort and a very good image. A clean and comfortable environment is the main thing people consider choosing to be present at a place. Communities can actively manage their environment because they will get reciprocity from the creation of a good place. <br /> <br /> Bratang Binangun, Genteng, and Maspati villages have characteristics of Comfort and Image, Access and Linkages, Uses & Activities, and excellent Sociability. The three villages have the physical characteristics of a friendly, comfortable, safe, healthy environment, good access, and use of space for fun activities. The difference between Maspati Village and the other two urban kampung is the people who have vision. The vision does not significantly affect the development of urban kampung that are only owned by Maspati Village. Whereas the principle of creating a place, not decorating; never finished; and can see a lot of things just by observing it is not found only in Bratang Binangun Village which has an influence on community development that is able to respond to various problems of every social change. Urban kampung development with the concept of placemaking not only develops the city on the physical aspects but also on the development of human resources as users and managers.<p align="justify"> <br />
