The Internet Access Program aims to reduce the use of information and communication (ICT) between rural and urban areas. There is no standardization of information program governance in the implementation of programs that produce program programs that have not been structured. <br />

To develop an appropriate information technology governance system in the Bakti Internet Access program, measurement of capability levels was conducted to determine the current condition of the program based on the results of Bakti's strategic objectives mapped to enterprise goals of IT, IT-related goals, and processes in COBIT 5. its capabilities are the APO01 process - Managing IT Management Frameworks in Align, Plan, and Organize (APO) domains, and DSS03 processes - Manage Problems) in the Delivery, Support and Service (DSS) domains. After the measurement of the control program conducted by Bakti shows that the level of capability obtained is level 1 (Performed Process) with a percentage reaching 82%, the percentage of rating obtained for level 1 is mostly achieved. Measurements were also made for BLK Kendari, and the result was the level of capability owned by BLK Kendari Level 0 (Incomplete Process) COBIT 5. This shows that the system used has never been documented. <br />
