The development of information and communication technology has brought many changes in every aspect of human life especially the urban community. In the concept of regional and city planning, advances in the field of information communication technology (ICT) has led to the term smart city that has emerged several years ago. One of the concepts in a smart city that developed in accordance with the needs of modern society today is urban planning. Urban planning is a complex task that requires a variety of multidimensional urban information ranging from spatial, economic and social aspects (Wang, Song, Hamilton, & Curwell, 2007). <br />

In Indonesia, the form of community participation in the settlement of urban issues and the proposed development of the city is channeled in the mechanism of development planning forum (Musyawarah perencanaan pembangunan - Musrenbang). Musrenbang forum is an annual meeting between stakeholders from all state and community organizers formulating tiered development planning starting from the village / urban village, sub-district, district/city, province to national in Indonesia. This process applies the bottom up concept starting from the village / urban village level that prioritizes the active participation of the community from various groups directly in accommodating and prioritizing the needs of the community and setting priorities of proposals that will be submitted to the following process for the next year plan. <br />

The amelioration of information and communication technology (ICT) and along with the concept of the smart city has led to new ideas to create breakthroughs in the participatory planning process. With the ICT, this participatory planning process is conducted by using an integrated web-based application called e-planning. The e-planning application is one of the means that is expected to provide many advantages in the planning process involving all stakeholders in a region. E-planning is able to facilitate wider public engagement in the planning process, including enhanced interactions between participants and to enhance public access to information It aims to make the planning process more transparent so that the community can monitor their proposals in each stage. From the administrative side, both of the executive and the legislative aims to make the planning process more focused, structured and the implementation of the planning process becomes more efficient. <br />

This study aims to evaluate the implementation of e-planning on the efficiency of city development, a comparison of the implementation of the planning process before and after the implementation of e-planning by identifying the factors that influence the success rate. <br />

<br />
To identify the user acceptance level, research will conduct the Technology Acceptance Model (TAM) model with perceived usefulness approach, the level of a person believes that using a system will improve work performance and work efficiency. This method is used to analyze the success of the implementation of the e-planning system in Batam Municipality with the respondents are the users of e-planning including staff of the urban village, sub-district, government agency and the community. <br />
