Toll road network in Indonesia has been planned since the early 1980, some of them are Trans Java and non-Trans Java toll road network. The toll road system accommodates the mobility of people as well as the flow of goods and services in Java Island. Along with the regional growth, the road networks become more crowded and as a consequence, the uplift on the mobility in Java Island causing the increased traffic both in toll road and non-toll road which impact the energy consumption and emission. The Government of Indonesia then repeatedly conduct evaluation and development of the toll road network in order to solve the problem of traffic delay which can cause problems of goods and services distribution and to reduce the energy consumption and gas emissions. <br />

On the one hand, the Government of Indonesia (GOI) intends to reduce the traffic jam in the toll road that is caused by the over-density in toll gate by the application of Multi Lane Free Flow (MLFF). In order to achieve the goal, the GOI plans to do the transition phases which are applying the cashless toll payment before applying MLFF. In some routes, the cashless toll payment has been applied and there is a significant increase in the use of e-payment from the prior condition to the existing system. <br />

On the other hand, in monitoring the toll road operation, Indonesia Toll Road Authority has an instrument to assess the level of service of toll road operators, namely minimum service standard. There are many parameters, some of them are travel time, service time, queuing length. This study aims to assess the parameter related to the service minimum level of toll road. By the application of MLFF, there should be some adjustment in the parameters in minimum service standard. In this study, the writer aims to assess the effectivity of MLFF application in the toll roads in Indonesia and examine the parameters of minimum service standard. <br />
