In North Jakarta, floods mostly caused by interplaying of both physical and socio-economic factors such as geographical factor, sedimentation on waterways, rapid land-use change, and land subsidence. These factors have contributed to the increase of flood frequency and intensity which consequently disrupts the function of national road as primary arterial road in connecting to commercial and business area in North Jakarta and residential and industrial area in East Jakarta. Socio-economic factor indicates that both residential and industrial activities cause and are impacted the flood due to their activities in discharging the wastewater and garbage into drainage. In addition, current road maintenance approach and the limited budget seem inadequate and ineffective to maintain pavement condition during life-cycle particularly dealing with floods. Consequently, the impacts contribute to the higher costs of road maintenance and road users. Therefore, this research aims to assess the physical impacts on pavement life-cycle and the socio-economic impacts of flooded-road in order to propose better adaptive road management strategies to provide resilience infrastructure and increase accessibility, connectivity among regions. A mixed method was applied in this research. Pavement life-cycle cost analysis (LCCA) combined with physical observations were used to assess road condition on the extent of damage during life-cycle to assign road maintenance strategies in the remaining service life (RSL). In addition, questionnaires and interviews were administered to gain input about socio-economic impacts to their daily activities. According to these, most of respondents from residential, industrial-related, and ordinary road users have a low income or below to Regional Minimum Wage (UMR) which vulnerable to be affected by the flooded-road. Finally, based on the secondary data and fieldwork results, a cost-benefit analysis was conducted in order to compare the cost of flood impacts and the possible benefits within three scenarios; Preventive Road Maintenance (PRM) with flood-proofing (Scenario I), Reactive Road Maintenance (RRM) without flood-proofing (Scenario II), and RRM with flood-proofing (Scenario III). The result gives the highest total Net Present Value (NPV) in scenario I of combination between Preventive Road Maintenance (PRM) and flood-proofing at Rp 1,097,446,765,130. By comparing the costs and benefits, it may offer the adaptive road management strategy through the scenario that gives high NPV. Thus, some recommendations have been made due to the analysis result.
