Summary: | This research was conducted based on the phenomenon of not reaching the target of DMO to fulfill domestic coal requirement in the period of 2015-2017. Phenomenon that emerged in 2016 where the Paiton Plant in Probolinggo Region, East Java Province experienced constraint in getting coal as raw material in the process of electricity generation.This is an indicator that the DMO policy is not fully effective. One of the causes is the gap between the coal specification of the mine, especially the calorific coal less than 4,000 kcal / kg with the specifications required by domestic end-users. This has become a dilemma in which half of Indonesia's coal reserves are low-calorie coal and have not been fully utilized. This condition can inhibit the shift of coal management paradigm set by the Government, where coal is not only limited to commodities, but more emphasized as development capital. This research was conducted qualitatively to understand the perspective of key stakeholders through purposive interview. In analyzing the problem, this research uses approach Soft Systems Methodology, in its idealized form, is described as a logical sequence of seven steps and seeks to explore the ‘messy’ problematic situations that arise in human activity. To solve a problem, Policy Analysis by William Dunn is conducted to generate recommendations. The purpose of this study is to provide recommendations to the Government to be able to issue policies to build Coal Blending Facility (CBF) in order to utilize Indonesian coal maximally and adjusted to the needs of end users. |
