Currently the marine highway concept is still fixated on the deployment of logistics from west to east Indonesia, whereas the fundamental concept of the marine highway is a form of manifestation of inter-island connectivity throughout Indonesia. By the fact Indonesia has 92 outer islands, marine highway concept should have started paying attention to the development of the outer islands. <br /> <br /> <br /> <br /> In this study, the development of which will be evaluated from two aspects of defense and security. The 92 outer islands there certainly needs to be done strategically determine which islands to be developed. Determining the strategic island that is done by using the method of comparison against other parameters related to both aspects. The parameters used in the security and defense aspects are the geographical conditions of the outer islands, its proximity to the Indonesian archipelagic sea lanes, and the existing sea ports. <br /> <br /> <br /> <br /> Based on the aspects of defense and security, obtained eight outer islands to be developed is located Tokongma Island, Subi Kecil Island, Lingian Island, Dana Island, Leti Island, Dana Island, Larat Island, and Kaiwo Island.</align> text
