Researches in various countries have identified that there is a relation between IRAP star ratings and observed accident rates. Star rating show the rating on how well the road infrastructure performance in terms of both quality and quantity, and a program to assess the safety of the road that approved internationally. However, in developing countries such as Indonesia, this programme has never been tested and traffic accident rates is still very high. The objectives of this research is to review the application of IRAP using a vehicle survey (Hawkeye) that consist of hardware (cars that equipped with several cameras, GPS, computer, and else) and software (road conditions video) which has the function to conduct a road safety audit. Furthermore, for patterns of correlation between the level of traffic safety represented by the accident rates, and road conditions are represented by star rating or RPS (Road Protection Score) with level of detail every 100 (one hundred) meters road segment. Regression analysis was used to identify the correlation with the value of R2 (coefficient of determination) that addressed the influence of changes in variance star rating and RPS to changes in the variance of the number of accidents. Case studies carried out in the national road Mantingan East Java Province (Central Java Province Boundary) - Ngawi City Boundary for 32.20 Km along the way. The results of the analysis of RPS relationship with the number and rate of accidents for all four road users have a R2 (R-squared) very low value, which means that the variance of the accident rates is less affected by changes in the RPS and there is not any probability value (sig. F) which showed significant gains or influential. Although, by using IRAP as a road safety inspection, the quantification of safety issues to determine the level of safety of a road or a location can be done quickly and objectively, but the number of accidents and accident rates seems are not following the changes in the star rating or RPS, and have no strong correlation and there is none that showed significant results or effect. This is in contrast with the results in developed countries, probably because accident data used in this study is only 1 (one) year, and the conditions prevailing in Indonesia is different, such as design standards or traffic conditions, including the usage patterns of behavior of drivers, cyclists and pedestrians, vehicle composition and other factors that may have more influence on accident.<p align ="justify"> text
