The moneter cricis since 1997 has been developed to be a continuous multi dimensional cricis, and has caused the decrease of the invesment rate in the industrial sector. Developing the industrial area is one way beside anothers to develop the economic development, especially for the investment in industrial sector, either domestic or foreign investors, so that the planning for the strategies decision must include all concern parties in using the available space been planned. The causal factor of the weakening in the investment rate especially in the industrial sector should be found out by implementing the Diamond System of E. Porter, and the quality by using the model of Analytical Hierarchy Process (AHP). From the investors' point of view, the serial of things that attract them to make the investment in the Industrial Area of Samarinda city are : (1). The first. The condition quality of the production factors must be 0.579, (2). The second, the interrelated industrial including their supporting must be 0.196, (3). The third, the domestic demand rate must be 0.117, (4). The fourth, the structure and competition strategy must be 0.108. For the condition of the serial of development and expansion, the sub-criterion are (1) The natural resources must 0.342, (2) The men power must be 0.101, (3) The structures and Infrastructures must be 0.096 and (4) Location/Space availability must be 0.040. For the interrelated industrial supporting the serial of the development and expansion priorities, the sub-criterion are (1) The availability of the component product industry must be 0.196, (2) The availability of the production machinery must be 0.112 and (3) The availability of the supporting services must be 0.024. For the domestic demand industry, the serial of development and expansion priority, the sub-criterion are (1) Quality must weight 0.060, (2) Quantity must weight 0.042 and (3) price must weight 0.015. Meanwhile for the structures and competition strategy of the development and expansion priority, the sub-criterion are (1) The condition of the the central government must be 0.048, (2) The condition of the local government must be 0.026, (3) Cmanagement organization must be 0.018, (4) Domestic competition must be 0.015. As the result of the discussion and the data processing, it is recommended that : A. in stabilizing and developing the industrial area to attract the investors, the local government must seriously implement the priority degree has been set out, which are (1) The condition pf the production factors, (2) The interrelated industries and the supporting, (3) The condition of the domestic demand, and (4) The competition and structures strategies. B. The local government is asked to run a clean, transparent and professional administrasion and to serve the people so can create a business conducive climate, and to stimulate investation especially in the field of industrial
