Summary:Based on the results of the World Bank analysis in 2008, the higher the value of the Knowledge Economy Index (KEI) a country has, the higher Gross Domestic Product (GDP) index achieved. PT. Telkom as biggest stated owned enterprise forms Living Lab Smart City Nusantara as one of the tools & media aims to improve the knowledge management implementation at PT. Telkom. However, with the high gap in age among permanent employees in the Government Service Division and employees dominated by non-permanent employees, Living Lab Smart City Nusantara has not been effectively used as the media and tools to improve the internal resource competency as demonstrated by the employee involvement in sales and marketing activities at Living Lab Smart City Nusantara. <br /> <br /> <br /> Therefore, the author carries out maturity assessment using qualitative method through interviews towards management and staffs and quantity method by using Asian Productivity (APO) Assessment Tool Framework for 58 respondents. The analysis is mapped into program solutions that refer to Knowledge Management Maturity Levels Framework and Knowledge Creation Capital of Socialization, Externalization, Combination & Internalization. <br /> <br /> <br /> The result of this research is maturity level of knowledge management is on level 3 or expansion level that showed that knowledge management has not implemented continuously yet at all unit in organization. Because of that, author formulates Knowledge Management Empowerment Program at Living Lab Smart City Nusantara that consists of Knowledge Worker Refinement Program, (Employee Competency Database, Mentorship, Training & Tutorial Program Smart Repository), Leadership Enhancement Program and Learning & Innovation Incubation Program (After Action Review and Communities of Practice). By implementing the program, later the maturity level of knowledge management is supposedly improved as well-implemented knowledge management organization. <br />
