Since the budget constraint problems occur, then not all of the road maintenance and construction needs can be funded, and it lead to the need for prioritization. Budget allocation model for each road links that developed in this research utilize the multi-criteria approach to avoid decision making with single indicator i.e. road user benefit. Model was developed under the approach of Multi-Criteria Analysis (MCA) using 4 criteria: (1) access function, (2) flow function, (3) Regional-economic function, and (4) cost-effectiveness. Weighting result from stakeholders perception gives the weight of each criteria as follow: criteria (1) = 0,381, criteria (2) = 0,130, criteria (3) = 0,331, and criteria (4) = 0,159. The weighting result was used as the basis for build the performance matrix elaborated with the scoring result of each links according to the maintenance programs. The budget allocation impact were tests using several budget allocation scenarios that derived from the need to fulfilling the road\'s Minimum Service Standard. Tests for Provincial roads in Kalimantan Timur and Nusa Tenggara Timur resulted that the road user benefit from transport cost saving (value of time and vehicle operation cost) did not equal to the cost allocated for road maintenance program. This caused by the low utilization of Provincial road in both of study area. Recommendation for budget allocation on those two study-areas was ranged from 10% to 30% of maximum scenarios.
