Indonesia reaches around 350,000 to 500,000 barrels of fuel per day from several countries, the closest one is Singapura. For this reason, the planning of refined product distribution in each region must be adjusted to the needs of BBM in each region in order to avoid the crisis or scarcity of refined product. The role of the Port is as vital as a transitional place and mode of transportation of goods. The Terminal of Liquid Bulk for Refined Product is very necessary to support the distribution of refined product from one region to the Commercial Distribution Area throughout Indonesia. To reduce fuel dependence abroad, the Government adopted a policy to maximise oil refineries which function to process crude oil into refined product, in this subject is Riau Refinery Unit-II that located in Dumai, Riau. The aim of this Final Project Topic is a Port Operational System Design of Crude and Refined Oil Terminal Expansion in Riau Refinery Unit II would be the most appropriate solution to optimize fuel distribution in order to become a major supplier that can accommodate fuel distribution activities in Sumatra and Kalimantan. <br /> <br /> This Final Project contains the operating system for the Extension of Crude and Refined Oil Terminal in Riau Refinery Unit-II which include the analysis of terminal capacity and capital costs (capital costs) of equipment, also the rates of refined oil handling in terminal.<p align="justify"> <br /> text
