Therefore, it is necessary to evaluate and develop the residential area waste management system. Development is carried out through the preparation of alternative scenarios by considering the empowerment of the surrounding community, the Ability To Pay (ATP) and the willingness to pay (WTP). This study aims to evaluate the potential ability and willingness to pay of a community in carrying out waste management scenarios. The research method uses questionnaires with a number of samples representing the population. Descriptive analysis results show that 78.72% of the people are in the middle to lower economy. Nevertheless, 64.43% indicated high number of willingness to pay (WTP) for waste management, with the rate of WTP = ATP in 66.18%. Furthermore, multivariate regression analysis indicates the variables that influence the desire to pay and community satisfaction to be used as consideration for improving the waste management system through the SWOT method. The results of the analysis show that a management system that combines community empowerment and the existing system is an effective solution. <br /> <br /> text
