Jakarta - Cikampek highways is overland transportation infrastructure for men and materials. This function leads highway to economically strategic position. In transportation system, one thing that we cannot dismiss is the probability of accident occurrence. Accident risk causes loss. Government Regulation No.8 1990 defines that highway is a transportation infrastructure which is constructed and maintained by the payment of facility using. Therefore, the duty of highway operator, in this case - PT. Jasa Marga is to endeavor in controlling and decreasing the risk of accident occurrence into a attainably risk level. The program of risk decreasing should be determined in a policy of safety system. Status of highway traffic should then be applied and monitored. In this research, risk formulation and analysis was carried out under the quantitative technique method. Dominant factors causing accident occurrence was identified then found out the risk level. The research shows that risk of, fatality level is quite high. Safety level targets are therefore proposed to PT. Jasa Marga in reducing accident level. Hopefully, they could put those targets in safety system policy for highway traffic, particularly Jakarta - Cikampek Highway.
