Description
Summary:The rapid growth of the population of Semarang City is not accompanied by the availability of land in settlements. Due to the limitations of the settlement land, many residents chose to live in illegal slum areas. There have been many government efforts to revitalize slum areas to be more livable. One of them is by painting the Gunung Brintik village which later became known as Kampung Pelangi. Some village revitalization efforts in both Indonesia and other countries have stopped and did not increase the livelihood of the population. Therefore, there is a need for research on the livelihood studies of the Pelangi community through the Sustainable Urban Livelihood (SUL) approach. This study uses quantitative descriptive method with scoring. Value 3 is given for the best answer and value 1 for the worst answer. In comparing the livelihoods of Kampung Pelangi 2 (two) different times were used and the control village was Kampung Pandean. The results show that within 2 (two) years of program implementation there was a livelihood change in Kampung Pelangi prior to the implementation of the Semarang City Government program on the arrangement of riverbank residential areas (in 2016) and after the implementation of the program (in 2018). This change is indicated by an increase in the quality of livelihood in Kampung Pelangi including the quality of human capital, the quality of natural capital, the quality of social capital, and the quality of physical capital. Comparison of the livelihood conditions of Kampung Pelangi as one of the villages that have experienced the implementation of the Semarang City Government's program on structuring settlement areas on the riverbank conditions has changed compared to Kampung Pandean who did not get similar programs. This condition can be explained based on the comparison of the five livelihood capital, there is only one capital Kampung Pelangi (Quality of social capital) which is in worse condition while the other four (human capital, natural capital, physical capital and human capital) show better conditions compared to Kampung Pandean. However, the changes that occurred were not much different, and were not caused by village coloring but due to efforts to improve physical conditions. Thus, the Semarang City Government program does not affect the livelihood of the residents of Kampung Pelangi.

Keywords: slums, villages, urban livelihood
