Summary:<p align="justify">Sister city is a form of partnership between communities in the two countries, therefore it is closely related to people-to-people relationships. The partnership is officially recognized through the signing of MoU. Surabaya is one of the cities which succeeded in sister city program based on Evaluation Concept Report of Twin Cities in 2013, issued by the Ministry of Home Affairs. Therefore, Surabaya becomes a model for other cities in implementating the program. One of the success factors in sister city program is the high level of community participation. However, nowadays in Indonesia, people tend to not know the program, therefore the community does not get the benefit of the program. Public ignorance has caused the low level of public participation in sister city program. This study analyses the level of community participation in sister city program with case study green sister city between Surabaya and Kitakyushu, in the environmental field, to see how community participation support the success of the program. The selection of case study is based on the active field, besides Busan in the education field. This study requires the formulation of criteria, indicators, and benchmarks to assess the achievement level of community participation. Based on literature study, this study has 4 (four) criteria, there are opportunity, willingness, ability, and relevance. Based on the result of the assessment, it is known that the achievement of community participation level in green sister city program is in the medium category. Generally, the achievement is because in the implementation, the government has not provided an opportunity for the public to participate in the planning stages of the program. Moreover, the achievement is influenced by the absence of community organization in legal entities, partnership contract, allocation of capital resources by the community, as well as decision-making in the external realm. However, regardless of the assessment, public participation in Surabaya has already involved many community components, such as NGOs, universities, media, and private sector.<p align="justify">
