Moreover, the limitation of suitable land for new development encourages the region to reuse mined land. On the other hand, there is no established method to assess post-mining land uses. A crucial issue emerges notably on how to determine alternatives for sustainable post-mining land use that take into account the main constraints that hamper land use development. The aim of this study is developing stakeholders-based assessment method for post-mining land uses to generate sustainable development in Kutai Kartanegara. For achieving the aim, this study employs three objectives. Firstly, to identify if former mining land can be utilized for further development. Secondly, to assess stakeholder preferences regarding the most crucial factor for determining the post-mining land use. Lastly, to identify alternatives of land use for post-mining land that already taken into account stakeholder preferences. Data were collected through interview and questionnaires for local government representative, academicians, the mining company, non-government organization as well as communities. Several criteria are used for choosing respondents such as willingness to be a respondent, experienced, and credibility which means respondents should have a good reputation/ position, can be trusted and well-educated. Moreover, secondary data including maps, planning documents, the Environmental Impact Assessment (EIA) documents, company reports and official reports are also collected for supporting this research. The results of this study indicate that mined land can be utilized for further development as long as considering physical/technical aspects as well as stakeholder preferences. Five land uses can be applied in the study area namely agriculture, lake or pool, construction, recreation, and forest. Each land use categories has different criteria. These criteria are chosen based on literature review and stakeholder judgment. Additionally, stakeholder has a different perception about the most crucial factor that should be considered for developing post-mining land use. They also have different preferences of the most important factor that should be considered for developing the post-mining land use. Furthermore, the difference of stakeholder preferences presents a different alternative of the post-mining land use. It differs notably through the location and area of each land use. This study recommends decision makers to take into account stakeholder preferences because it encourages developing mined land that considers environmental principle, public participation, and transparent manner. The consensus building among stakeholder can be one of approach that can incorporate the difference of stakeholder preferences. Focus group discussion for all stakeholder is also essential.
