Summary:To address the high demand on healthy housing and high quality settlement environment, one of the policies executed by the Government (Ministry of Settlement and Regional Infrastructure, Directorate General of Housing and Settlements) is conducting a study on the development of National Housing Fund (NHF). NHF is an institution managing the national housing fund to facilitate the financing of settlement/housing development for low-income community (the poor). To support the development of an NHF in Indonesia, various inputs, which one of them is a study on the functions of this institution, are required. The objectives of the study are to get clear pictures on the functions of similar NHFs in other countries and a possibility of its development in Indonesia. To achieve the aforementioned objectives, literature studies on housing fund management, functions of NHF institution in other countries, and housing and settlement conditions in Indonesia were conducted. NHF in South Korea, Housing Development Board (HDB) and Central Provident Fund in Singapore, and National Housing Authority (NHA) in Thailand were the subjects of the study on NHF institution in other countries. Furthermore, interviews with experts in and agencies dealing with housing and settlements to obtain their views on the possibility of an NHF institution in Indonesia were conducted Applying explorative and perspective methods, and qualitative and content analysis methods, the study concludes that there are functions and components that could be implemented without adaptation for the development of an NHF institution in Indonesia. These include functions related with national housing fund management i.e. fund mobilization, distribution (including revolving fund), building up (capital increment) and management (including fund administration). Other internal function includes information and research, while other external function still needs to be further developed with a higher-level institution. Not required functions include the function of executor in the construction of housing and settlements, as this could be done by other existing institution or other development actors. Of these five institution studied, the South Korea NHF model is more suitable for implementation in Indonesia. The Recommended NHF institution in Indonesia is a Public Company of National Housing Fund Management (Perusahaan ("mum Pengelola Dana Perumahan National, Perum PDPN), that can implement the adapted functions as mentioned above. Perum PDPN executes its functions based on policy and program determined by a National Housing Agency (NHA) or by the improved Badan Kebijakan dan Pengendalian Pembangunan Perumahan dan Permukiman Nasional (BKP4N = Board for the Policy and Control of the Development of National Housing and Settlements)
