Coastal areas perform many important functions for its inhabitants, but it also expose them to hazards as well. One of those hazards is flood that happens in the coastal area. Indonesia is a country with many small islands and vast coaslines. One of the most important coastal region in Indonesia is North Jakarta. One of the district threatened by coastal inundation is Cilincing District, which has important role as Primary Activity Center in Jakarta 2030 Spatial Plan. As Primary Activity Center, Cilincing District has densely populated settlements, industrial and stockpile areas, and vital infrastructure such as ports and highways. The threat is becoming more serious because of environmental changes such as climate change, land subsidence, and sea level rise, and also the dynamic socio-economic changes. Seeing this hazards and vulnerabilities, efforts are needed for reducing flood risk in Cilincing. In present day, there are disaster management efforts and polices, still planned or already executed, in the phase of prevention, capacity building, emergency response, rehabilitation and recovery. In order to see if the efforts and policies have the capabilities to reduce the flood risk in the future time, we project flood risks in Cilincing with Analytical Hierarchy Process and Disaster Risk Analysis. In some regions, it is estimated that efforts and policies which have been carried out, are not enough to face the future coastal inundation risks. Some regions such as Marunda sub-district and Kalibaru sub-district still has areas with high and very high level of coastal inundation risk. Efforts and policies improvements are highly needed in those areas. The improvements that can be done are qualities and quantities improvements of the existing efforts and policies, realization of disaster management plans in Jakarta Spatial Plan, Cilincing District Detail Spatial Plan, and Jakarta Disaster Management Plan, and the addition of new efforts and policies that are not already planned or carried out.

Keywords : Flood Disaster Management, Environtmental Changes, SocioEconomic Changes, Flood Risk.
text
