Summary:<p align="justify">Mental retardation is defined as a state of inhibited or incomplete mental development, indicated mainly by poor skills during one’s period of development. It takes form as disturbance in the prefrontal cortex area. Electrical activity in certain area and brain in general can be recorded using a device called Electroencephalograph (EEG). EEG gives data output in the form of electric potential graph as a function of time. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> This study applies spectral decomposition based on Wavelet Transformation (CWT) on the brain electrical activity data of children with light mental retardation. This aims to analyze their cognitive skill based on given stimulation. The same stimulation is also given to normal children as cognitive skill reference. Deeper analysis is also done especially on electrodes in the prefrontal cortex area. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> The result of CWT analysis on brain signal data represents good frequency resolution and time for all electrodes, with analyzed frequency range from 0.5 to 45 Hz. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> Comparation is done for electrodes measuring prefrontal cortex, which are AF3, AF4, F3, F4, F7, F8, FC5, and FC6. Analysis result shows that normal samples and mental retardation samples present similar responses toward stimulus, namely dominance on beta frequency range. Both samples show dominant brain electrical activity on right hemisphere. <p align="justify"> <br />
