Despite the fact above, ironically, most of the welfare level of people living in the coastal area occupies the lowest economic strata when compared with other land communities and become the largest contributor to the national poverty level. <br /> <br /> With the issuance of Law on Regional Autonomy (Law 22/1999) which gives authority to local government (regency/city or province ) to exploit the potential of natural resources in its jurisdiction and becomes clear that now local governments also have a greater role in poverty alleviation and sustainable economic development efforts. The attractiveness of coastal areas can create indisposed competition among coastal users, conflicts of interest will arise with friction in coastal area development planning between local governments, communities, and private sectors, which will ultimately lead to disruption in the sustainability of its development, both environment and economic sustainability. <br /> <br /> Integrated Coastal Zone Management (ICZM) seeks to be the solution for the economic development of coastal communities without destroying the habitat and ecosystem environment and it stresses the interrelationships between coastal area, utilization of marine use, and other physical entities involved in coastal utilization (Cicin-Sain & Knecht, 1998). This system has been implemented in North Gorontalo Regency, on a program called Coastal Community Development Project (CCDP) from 2013 until 2017, and was implemented in 15 villages. It was intended to reduce poverty and aims to increase sustainable income and economic growth in coastal communities and small islands (Zaini & Ginting, 2017). <br /> <br /> In its program final report, the Ministry of Marine Affairs and Fisheries stated that the implementation of the CCDP-IFAD program has relatively succeeded in increasing economic growth and contributing to poverty alleviation (Zaini & Ginting, 2017), meanwhile BPS data report have not shown any significant success or improvement from the role of CCDP in improving the quality of life of the community. <br /> <br /> This research aims to understand and determine the effectiveness of ICZM program implementation on poverty eradication and sustainable economic improvement in North Gorontalo Regency by analyzing the comparison of performance achievements of CCDP in infrastructure and socioeconomic community with performance achievement of macro and micro economy. In addition, a comparative study of ICZM implementation in developed countries such as Japan (lesson learned) will be done in terms of increasing the economic benefits for people and the environment. <br /> <br /> This research will be mainly based on literature review, on-site observation, surveys and interviews in an attempt to perform analysis. The nature of the analysis will be a descriptive and comparative study which rely on qualitative analysis and the availability of secondary data and primary information.
