Summary: | <p align="justify">Land registration in Indonesia has been implementing for 58 years since 1960, but the realization has not even reached half of all plots of land in Indonesia. To solve this problem, the government organized a program of Complete Systematic Land Registration or abbreviated as PTSL with the target of all plots of land in Indonesia mapped in 2025 (Ministry of Agrarian and Spatial Planning, 2016). As the initiation of the first new program, the success of PTSL 2017 can be assume as a benchmark for the implementation of similar activities in subsequent years so that the government can improve the shortcomings of the existing system and also improve the performance of work in the future. Therefore, in this final project will be analyzed the achievement of PTSL 2017 with Bandung City as a case of study. <br />

This undergraduated thesis is reviewed about the PTSL concept, mechanism of the implementation, and determinants of the achievement of PTSL 2017 in Bandung. Kelurahan Dago and Kelurahan Cipadung then selected as study areas. Sources of data are based on the literature study, processing of secondary data, and interviews with four subjects which related to PTSL 2017 in Bandung i.e National Land Agency of Bandung City, licensed cadastre surveyor, subdistrict or kelurahan and citizen. As the result of the study, PTSL 2017 in Bandung has been succeeded with 142,863 plots of land mapped although the quality of achievement for each category cannot be known because the data obtained is the accumulated of four categories (K1, K2, K3, K4). The implementation of the PTSL in the first period had run ineffectively so the National Land Agency of Bandung City applied some adjustments of strategy in the second period. The change of policy, the use of Bandung base map as the work map, the implementation of centralization on governance, and community participation become the determining factor affecting the achievement of PTSL activities in 2017 in Bandung. <p align="justify"> |
