Pre-disaster Recovery Planning is a process of institutionalizing recovery capacity that is undertaken before any actual disaster occurs to strengthen disaster recovery plans, initiatives, and outcomes. To build pre-disaster recovery plan, it is essential to identify the key factors that become the base of the pre-disaster recovery plan. Knowing the importance of pre-disaster recovery plan to improve the quality of recovery and reconstruction process, research should be made to increase our understanding regarding pre-disaster recovery plan. <br /> <br /> This study aims to identify and analysis pre-disaster recovery plan key factors that compatible with Indonesia condition. To achieve that goal, this research would like to compare key factors that obtained from Indonesia’ past recovery plan and key factors that concluded from various guideline and framework regarding pre-disaster recovery plan and also lesson learn from Japan as one of the leading country on disaster management. <br /> <br /> To find appropriate key factors, this study will conduct literatures review and mapping analysis. After that, the indicative key factors validated with Analytic Hierarchy Process analysis with the help of expert judgement from key informants regarding pre-disaster recovery plan that obtained from stakeholder analysis. <br />
