Deliberation of Development Planning (Musyawarah Perencanaan Pembangunan/ Musrenbang) as one of the means of citizen participation in policy making, budget allocation and government operational practice is the arena of the initial meeting of two approaches to planning, bottom-up and top-down. Musrenbang in practice has several weaknesses, such as not being able to reach all strategic issues at the local level, the performance of coordination between government agencies and society has not been integrated, consistent and constructive, there is no guarantees for community participation to decision making, and synchronization between the allocation of development programs and community needs are not fully assured. <br /> <br /> Kediri city government launched Kediri Community Empowerment Facilitation Program (Program Fasilitasi Pemberdayaan Masyarakat/ Prodamas) as one of the efforts to overcome the limitations of Musrenbang mechanism in accommodating community proposals, especially proposals related to the development of local facilities and infrastructure and urban village community empowerment. The purpose of this study is to examine the implementation of Prodamas on community development activities at sub-district level in base on Neighbourhood community Group providing benefits for development actors in Tempurejo urban village, to find out the identification of the use, distribution and valuation of benefits generated by the implementation of Prodamas for community development base on Neighbourhood community group. <br /> <br /> This study uses content analysis and benefit / weighting methods to identify and assess the use, distribution and benefits of Prodamas implementation, from the results of content analysis and then weighted analysis of public opinion about the benefits of Prodamas. Based on the result of the analysis, it can be concluded that the activities carried out in accordance with the conditions and needs of the people in Tempurejo urban village based on the alternatives offered in the three areas of activity in Prodamas, the decision of the community in selecting the activities according to the needs and conditions of the area is affected by government support, access and ease of obtaining information and perceived benefits from activities undertaken. Field activities that provide a clear relationship between participation and output will be more easily proposed and perceived benefits by the community, especially related to the needs of the felt (felt needs) community at the grassroots level. Local government facilitation and support in the field of economic and social activities needs to be improved so that the sustainability of similar programs in the future will be achieved. Prodamas is a learning tool for the kelurahan, RT, RW, LKK and most importantly for the community in providing and demanding the development of better facilities and infrastructure as well as a means to improve the capacity of both community capacity and government capacity in development <br />
