Metropolitan area can cause a problem for the welfare of the people if there are no control over it. Therefore, the government managed to organize the management of metropolitan areas by making regulations. West Java Provincial Government made the Regional Regulation Number 12 Year 2014 about Management and Development of Metropolitan and Growth Center in West Java Province. This management sets 3 (three) metropolitans namely Bodebek Karpur Metropolitan, Bandung Raya Metropolitan and Cirebon Raya Metropolitan. This regulation has some contradictions to other regulations at the national level. As we know, the following regulations must not violate the regulations level above. Not only the regulation must not violate the regulations level above, the regulation also needs to be seen whether it can be implemented by the governments at lower levels. The case study is Bandung City therefore the focus in this research is the evaluation of Bandung City Government Administrative Operability in Metropolitan Bandung Raya Management. This evaluation is using the criteria of administrative operability which is revealed to be an indicator of authority, institutional commitment, capability, and organizational support. The results of this study showed that the government of Bandung is classified not qualified to executes the management of the Metropolitan Bandung Raya administratively. It is because the government of Bandung has not been formally appointed to be involved, the government of Bandung will not delegate authority to the metropolitan institution, and object to include the management of metropolitan development plans on the existing Bandung City plan. Because the government of Bandung choose to carry out the plans at the top level. With that result, if the planning of Metropolitan Bandung Raya wanted to be implemented administratively it must be integrated with the top level.<p align="justify"> text |
