Summary:The implementation of procurement for consultant services fmanced by loan has a clear regulation, that is the Bank Guidelines which serve as a basis for the implementation of procurement for consultant services and its terms of reference [juklak] established by the Government of the Republic of Indonesia. Even though, in practice, there were still some delays in the process of consultant service procurement that applies tender system in the local level, amounting to 100%. For an example is the delay in consultant service procurement for the EIRTP-l Project in design and supervision for the fiscal year 2001/03. This research is aimed at anticipating any delay in the process of consultant service procurement in order to prevent the recurrence of such practice in the future by identifying factors which bring about in the delay in consultant service procurement for road development projects and providing recommendations to improve the process of consultant service procurement fmanced by foreign loans. The identification of factors of the delay in consultant service procurement covers a process starting from procurement preparation to contract signing. It is based on the World Bank's 26 Stages which indicates five main factors causing the delay, namely general, regulation, tender mechanism, human resources and project packaging. This research is carried out by using a survey method in which questionnaire distributed to 45 respondents who were involved in the procurement of the EIRTP-1 Project. The result of the survey shows that there are six critical delay factors out of 29 delay factors identified which could be used as one of the project strategies to improve the procurement process and as a concept for improvement in handling projects' procurement management
