Based Sjafrizal (2012), there are some policies that can be done by the government to improve the economic growth of a city, one of which related to creating a favorable investment climate. Various policies have been made, especially monetary policy and administration in order to provide a stimulus to increase the amount of investment. The main problem faced in capital investment is licensing. Licensing is one of the institutional aspects, which include the ability of both local and central government, in carrying out administrative functions and public services as well as preparation workflow. To support the licensing of such investments, one of the policy in favor of the investment is the adoption of One Stop Service. Implementation of One Stop Service are supported by Presidential Regulation No. 97 Year 2014 on the Implementation of One Stop Service. But a policy can not be implemented well in the absence of administrative systems that support the policy. Ombudsman of the Republic of Indonesia (ORI) in 2014, stating that there are irregularities licensing capital investment in the form of a procedural violation, the demand for money / compensation, human resources incompetent and inappropriate actions in Bandung. This issue is contrary to the plan of Bandung itself who wants to be a city of trade and services 2013 - 2018, where investment is an important factor in supporting the plan. This study was conducted to evaluate the licensing service providers in the field of investment Bandung using administrative criteria operability is juxtaposed with the general rules relating to investment (Investment) and the Public Service and One Stop Service (OSS). A common problem faced by the Government of Bandung in this case BPPT Bandung hinted at the number of standards and tools that have not been defined in the regulations of the area in the city of Bandung, especially regarding the type of investment, governance and managerial public service delivery (working capacity, procedures and sanctions) and the reference implementation of licensing services. The parts must be arranged in a legal policy, especially in support of OSS and BPPT authority as a public service agency in Bandung. Moreover, another problem is the dissemination of information related to potential investments, the realization of the procedure and still carried on separate bodies, namely Badan Perencanaan dan Pembangunan Daerah (Bappeda) in Bandung, not at BPPT Bandung. Consequently, simplicity and speed of the licensing service in the city of Bandung is still not in accordance with the mandate of One Stop Service regulation. text |
