One popular solution in reducing congestion is by managing transport demand (Transport Demand Management/TDM). This research uses two approaches of TDM to reduce congestion in Soekarno-Hatta International Airport Area. The two approaches are to reduce and to manage, as the two complement each other and as the most strategic ways before the implementation of bigger investments, such as building new roads and/or routes. The term ‘reduce’ represents the prompt of reducing travels to/from the airport. Meanwhile, the term ‘manage’ represents the prompt of optimizing public transit as the alternative gate to the airport. To support these approaches, there is also a need to understand what the airport’s visitors’ preferences are. This is beneficial as these preferences help to determine the concept of park and ride facility and its potential users. According to the observation result, there is some congestion in airport area (in 10 km radius from the airport’s main gate). The most exceptional congestions happened in Sedyatmo Highway and Jakarta Outer Ring Road Highway, which from these points, visitors need to spend almost an hour to access the airport. This condition will be worsened as there is an increasing number of flight passengers through the next 20 years (in 2035: 137 passengers/year), which leads to an increasing airport’s ground-access demand to more than 17,6 thousand PCE (Passenger Car Equivalent). The first step in this alternative solution is to limit airport access by implementing airport retribution policy. The second step is to manage airport access demand by optimizing public transit usage along with the usage of park and ride facility. According to this research, the suggested park and ride locations are 11 airport-bus terminals and 3 airport-train stations. The number of parking units needed in each train stations is 242 PU (Parking Unit), or 3.030 m2. Meanwhile, the number of parking units needed for each bus terminals are 59 PU or 732 m2. Airport’s visitors’ preferences needed to determine how many will be the potential users and how the park and ride concept will be. According to the survey result, more than 30% of respondents agreed to pay the airport entrance retribution and there are 73,58% of respondents agreed to use the park and ride facility to go to the airport. A large number of visitors who disagree to pay the retribution and a large number of visitors who agree to use the park and ride facility indicate the positive respond to this alternative solution scheme in order to reduce congestion. According to the willingness to pay analysis, to transfer 32,45% flight passenger to park and ride facility, they should be charged Rp18.747,07 as the airport entrance retribution and Rp35.068,67 to use the park and ride facility. With those park and ride designs, in 2035, the congestion in airport area will be reduced by 5.095 PCE. text |
